Sorry, it's you who suggested following the signed agreement.
And it's not about encouraging patriotism or not. It's about if you set this as a regulation or rule, there has to be an objective and quantified way to measure it, which does not exist at all. And it is no discrete answer, not like nationality. You may be viewed as patriotic by some but not others. This would only create even more confusion and chaos, and turn the rule of law into rule of man.
Look into all the constitutions and election regulations of other civilized countries, there is none which posts an requirement of being a patriot. After all, every elected leaders have to vow to uphold and protect their constitutions, as in our case the Basic Law. And this is enough. All we need is a proper and lawful way to monitor, and impeach, if necessary, the leader of our government.
