(星島日報報道)港足昨於旺角場友賽菲律賓，雖然有中甲「日之泉孖寶」陳肇麒及梁振邦回歸壓陣，但仍未獲預期的正面效果，「陳七」更射失十二碼兼用頭撞擊對手。港隊終以0：1不敵對手，未能以勝仗慶賀教練金判坤「坐正」的頭炮。

逾四千多位球迷昨入場支持港足，剛正式出任主帥的金判坤派遣中甲兵陳肇麒和梁振邦正選上陣。可是，陳肇麒及麥基因為半年未有合作，在前攻堅時明顯格格不入。

反而，菲律賓的德甲中場舒洛克盡顯質素，在三十三分鐘左路傳中至十二碼點，港足隊長陳偉豪解圍不遠，伏兵遠柱的占士楊哈斯賓壓過左閘張健峰頂成1：0。

易邊後二十二分鐘，陳肇麒博得十二碼，親自操刀卻被富咸三號門將伊法列治救出。此子於末段更「發難」用頭撞對方球員基活治，幸球證未作處分，港隊最終以0：1飲恨。

No joy for Kim as Hong Kong edged by Filipinos

Kim Pan-gon got off to a losing start in his second reign as Hong Kong permanent head coach as his charges were defeated 1-0 by the Philippines in an international friendly at Mong Kok Stadium last night.

The South Korean coach, who was in charge of his first game since he was promoted from interim boss, saw his players create abundant chances in the closing stages of the match but failed to find the back of the net.

The Philippines, who featured a string of overseas players especially flown in from various European leagues, also had goalkeeper Neil Etheridge to thank after he pulled off several acrobatic saves. Etheridge, a reserve goalkeeper for Premier League side Fulham,  kept out Chan Siu-ki's penalty kick after the Hong Kong striker was brought down inside the box.

The 23-year-old London-born Filipino also stopped second half substitute Lee Hong-lim's header  in the closing stages as well as a close range shot from Chan.

"The result was disappointing  given the chances we created in the remaining 10 minutes of the match," said coach Kim who was only appointed the permanent job last week after being an interim coach for six months.

"I feel sorry for the fans tonight as we really wanted to win the match for Hong Kong but we just could not score." While appreciating the effort his charges made throughout the match, Kim admitted they had to improve their finishing.

"Normally Siu-ki is a quality finisher as well as [Chan] Man-fai but today they just couldn't do it," he said.

The visitors scored in the 32nd minute. A right-wing cross from Stephan Schrock, who plays for German side Hoffenheim, seemed  innocuous until skipper Chan Wai-ho miscleared the ball as it went high up the far post.

James Younghusband then beat Cheung Kin-fung in the air to head home the winner.  

"Hong Kong missed many chances and we also have a fantastic goalkeeper," said Philippines coach Hans Weiss.

James Younghusband lifts Azkals to historic win over HK

MANILA, Philippines - The Philippine Azkals finally put the monkey off their backs with a 1-0 victory on the road over Hong Kong in a FIFA-sanctioned friendly on a rainy Tuesday night at the Mongkok Stadium

James Younghusband scored the lone goal of the match with a piercing header in the 33rd minute that went straight to the net. The goal came from a broken play after a Hong Kong defender deflected a Stephan Shrock cross.

It was the country's first win over Hong Kong in nine matches after piling up seven losses and their last meeting two years ago at the Long Teng Cup ended in a 3-3 draw.

Hong Kong, the 2011 Long Teng Cup champion, came away with 18 attempts, seven on target, compared to the Azkals seven and two. But Fullham's back-up keeper Neil Etheridge was a picture of steadiness in between the post especially in the injury time when Hong Kong seriously threatened to salvage the match.

Etheridge, who hardly saw action in the AFC Challenge Cup qualifiers, played superb goal keeping in the dying minutes thwarting a wave of last-ditch attempts from Hong Kong.

The huge victory augurs well for the Azkals who are preparing for next year's AFC Challenge Cup, the second tier competition in the continent, following their unbeaten run in the qualifiers here last March.

It was big blow to their confidence heading to an all-important Asian Cup qualifiers match against group leader United Arab of Emirates in October.  The Hong Kong nationals are hoping to nail a slot in the top tier competition in Asia for the fourth time in the team history.

金判坤對戰果失望
「坐正」首場即輸波，港足主教練金判坤坦言對賽果頗為失望，但對球員不惜氣力併足全場感到自豪，並認為陳肇麒主射12碼「宴客」只是運氣不好。金判坤表示港隊將於九月再踢兩場熱身賽，對手包括一支中東球隊，希望做足準備工作，以備戰在十月進行的亞洲盃外圍賽主場迎戰阿聯酋。

今日有報章報導和球迷賽後指出，在昨晚六月四日，在旺角場舉行的香港對菲律賓友誼賽，雙方發生不愉快的衝突。今日有報導指出，港隊球迷涉歧視菲國球迷，也引來了菲律賓很多球迷的不滿。而 The Power Of Hong Kong 香港力量 今晚也發出了聲明，回應事件。

對於兩方賽後發生衝突，足總已表示將調查事件。

港隊打氣團 TPOHK 的聲明:

在二零一三年六月四日晚上，香港足球代表隊對菲律賓國家隊的一場國際友誼賽中，香港力量及一眾在場為香港隊打氣的香港人，於賽後在主隊打氣區域遭到菲律賓球員及球迷以不文手勢等動作及說話挑釁。

在這個近十分鐘的挑釁過程中，香港人除了受到客隊球迷不停的挑釁之外，竟然被在場的香港警察指責輸不起，香港力量對於香港人受到此等不禮貌對待感到極度憤怒。而香港足球總會方面沒有畫出客隊球迷區域保障雙方人身安全，在挑釁過程中亦沒有馬上於觀眾席作出協調，我們亦感到極度失望。同時，足總並沒有按國際慣例劃出菲律賓球迷區，最終發生不愉快事件。足總以不專業的方式處理國際賽事，使我們十分震驚。

對於有報導指責香港力量種族歧視菲律賓球迷和球員，我們希望澄清我們的立場，並說明事實。

有香港本地英文報紙網站以菲律賓方面的一面之詞去報導事件，只突出香港球迷消極行動，忽視菲律賓球迷挑釁香港球迷的事實。 我們認為傳媒有責任公平地報導每一宗新聞，可是這個報導明顯只傾向菲律賓的一方，有違新聞專業操守。對此我們感到十分遺憾。

必須理解的是，足球比賽是一項情緒就漲的運動項目，支持者可能會利用噓聲和歌聲減低對手的氣勢。但香港力量一直都沒有鼓勵球迷在奏出菲律賓國歌時報以噓聲，也沒有成員投擲雜物。同時，現場亦有球迷受到菲律賓的球員和球迷不斷挑釁，這無疑是煽風點火。在比賽結束時，幾名菲律賓球員（特別是4號和17號）對香港球迷作出挑釁手勢。遺憾地，報導中並沒有說明此一點。

我想藉此機會重申香港的立場，我們以歌唱、揈旗幟和展示橫額支持香港代表隊。我們亦一直有與外國球迷組織建立友好關係，亦不容忍任何暴力和種族主義行為。

香港力量願意配合有關當局的調查，但我們認為該調查對象應包括菲律賓球迷，亦要考慮足總是否有採取合乎國際足協標準的行動避免衝突。

We at TPOHK have noticed that some reports being circulated in the Philippines and Hong Kong claimed that Hong Kong supporters have shown unruly behavior and handed out racial abuse to the Philippines supporters and players during the recent match between Hong Kong and Philippines. We would like to clarify our positions and state the actual facts.

It must first be understood that any match between Hong Kong and Philippines will carry a high level of sensitivity, especially due to the unprofessional handling on the Philippines’ part in the Manila hostage crisis on 23 August 2010, which resulted in the death of 8 innocent Hong Kong tourists. For many people in Hong Kong, the scar still very much remains, especially when the Philippines has yet to offer any substantive apology on this matter. As such, it is unavoidable that emotions will run high in a match like this with this as a background.

At the same time, it must also be understood that in matches where emotions and tensions run high, supporters may make unpleasant chants towards opposition players, staff and supporters. However TPOHK has never called for jeering during the national anthem of Philippines, and it also does not condone the throwing of missiles onto the pitch. However, given the situation, where there was also constant provocation coming from the Philippines players and supporters, it is wrong to point fingers only at the Hong Kong supporters. In fact, we would like to point out that when the match was ongoing, many Philippines supporters, donning the Philippines national team jersey and scarfs, came towards the Hong Kong supporters section to taunt the Hong Kong supporters with jeers and hand gestures, which served only to provoke. At the end of the match, several Philippines players (most noticeably players number 4 and number 17) also showed provocative hand gestures towards the Hong Kong supporters. In our opinion, this is utmost childish and unprofessional, and we believe Hong Kong supporters who were seated next to the Philippines supporters section were behaving under provocation. This, unfortunately though expectedly, was not mentioned in the reports.

TPOHK would like to highlight that in past occasions where foreign supporters came to Hong Kong, there were chants on the both sides to undermine the players on the field – and sometimes some of these chants may not be the most pleasant for hearing, but after the match, friendship is born among these supporters. In previous visits of supporters from other countries and regions, including Singapore and Chinese Taipei, supporters from both sides were able to befriend one another after the game. Even in the previous home game against Malaysia, in which Hong Kong was beaten 3-0 by the visitors, there was no issue whatsoever. So clearly, “creating friendship” was never on the agenda of the Filipino supporters.

We would also like to express our anger and disappointment towards the Hong Kong Football Association (HKFA) and the Leisure and Cultural Services Department (LCSD) which is the agency managing the Mong Kok Stadium for their repeated incompetency. In such a highly emotionally-charged game, these agencies have failed to take preemptive risk assessment and set up a designated zone for Philippines supporters. Instead the agencies loosely allowed them to sit wherever they wish to. It only took one small spark to trigger a big conflict. Both sets of supporters were not being segregated at all, and it was no wonder that skirmishes eventually did break out, especially when there were so much provocations going on. It is alarming to see that the HKFA and the LCSD are still handling international matches in such an amateurish manner, despite the claim that it is progressing under the Project Phoenix.

At the same time, we are highly disturbed by the fact that the online version of a leading English newspaper in Hong Kong has decided to cover the story only from the Filipino’s side of the story and not the Hong Kong’s side. It is indeed regrettable that this newspaper would rather highlight the apparent negative actions on the part of the Hong Kong fans, while completely neglecting the provocation the Hong Kong supporters were also receiving. We always hold in high regards professionals in the media industry, hoping that they would provide a balanced viewpoint, but apparently this English newspaper has failed to do so, and it is indeed regrettable. What is more disappointing is that the report chose to use posts on social media site to be the source of the story. To sensationalize a story by being blatantly biased for one side and try to generalize Hong Kong people as being racist is, in our opinion, rather unprofessional and we consider it unfortunate that in order to attract readership, the paper has chosen to run this story this way.

TPOHK would like to take this opportunity to reiterate our stand. We support the Hong Kong representative team and we do so by singing, chanting, waving flags and displaying banners. We seek to build friendship with opposition supporters and do not condone any acts of hooliganism and racism. Should the HKFA be launching investigations on the so-called racism claims, we would be happy to provide assistance. But at the same time, we call for a fair and complete investigation which aims to find out the whole truth, instead of being biased and judgmental towards any one of the parties involved.

HK investigates racism at Philippines friendly

HONG KONG (AP) -Reports of racist abuse during Hong Kong's home friendly against the Philippines this week are being investigated by local football authorities.
Hong Kong fans at Tuesday's game called their Filipino counterparts "slaves,'' threw bottles at them and booed the Philippines national anthem, according to the South China Morning Post newspaper and a Filipino journalist at the game. The Philippines won 1-0.
The Hong Kong Football Association will release an official report to the public and FIFA after it completes its investigation, spokesman Benny Chan said on Wednesday.
Philippines football officials said they were waiting for a report from their team before deciding whether to complain to FIFA.
The incident comes as FIFA decided last week to treat racist abuse more seriously by toughening up punishments.
Cedelf Tupas, a Philippine Daily Inquirer reporter, said the hostility began before the game even started.
"They booed our national anthem,'' he said,
Jeers and taunts during the game included calling the Philippines a "slave nation,'' he said, citing a Filipino fan and resident of Hong Kong who understood Cantonese.
The hostility intensified after the Philippines scored in the second half. By then, spectators were throwing bottles and juice cartons at the Filipino fans, Tupas said. Others made obscene gestures, he added.
"They called the attention of the security, but they were just told, `Calm down, your team is winning.' They felt they were not sufficiently protected,'' Tupas said. Security personnel later tried to stop the rowdy fans.
Tupas said the Filipino fans, who were mostly women and children, made up about 10 percent of the crowd of 4,500.
When the game ended, the Filipino players approached their fans "but the Hong Kong fans threw water bottles at them, some of them still with contents,'' he said. Philippines midfielder OJ Porteria picked up one bottle thrown at him and drank it in full view of the crowd.
"I and my companions were the last to leave the stadium for fear they were waiting for us outside the stadium,'' Tupas said.
Chan said the HKFA has a "zero-tolerance'' approach to racism and condemned the "inappropriate'' behavior, which he said was "bad for Hong Kong's image.''
The association "hopes that fans can have better self-control in the future and bring only the passion for football to the stadium to enjoy the match,'' he said.
Philippine Football Federation president Mariano Araneta said team manager Dan Palami informed him there was an incident. Palami was expected to file a report by Thursday.
"I told him that you better put it in writing because it would be difficult to take action and make statements without the report,'' Araneta said. "If there are racist remarks and we can prove it, then FIFA has zero tolerance for racism.''
The Asian Football Confederation said it would take action only if member associations file formal complaints to the confederation. A confederation representative in Kuala Lumpur declined further comment, saying it sanctioned the match but was not involved in organizing it.
Some in the southern Chinese city still hold a grudge against the Philippines since a Manila hostage-taking incident in 2010, in which eight Hong Kong tourists were killed in a bungled police rescue. The Hong Kong government has maintained a black travel warning for the Philippines since the incident, one of two it has issued. The other country to get the label is Syria.
Filipinos are also looked down upon in Hong Kong because more than 100,000 of them work as foreign domestic helpers, toiling long hours taking care of children and doing chores for middle-class families for low pay.

足總安排失當致港菲戰後出混亂

在六四事件廿四週年的晚上，香港足球代表隊在旺角大球場與菲律賓國家隊進行了一場國際友誼賽。香港隊在九十分鐘內錯失多次黃金機會，最終以零比一不敵菲律賓。而賽後雙方球迷一度對峙及出現口角，亦有球迷投擲雜物進場，但當中並沒有人因此受傷。

比賽開始之前，近四百名菲律賓球迷已佔據了旺角大球場內近界限街看台一部分位置，在奏國歌時更展示出一些旗幟以及超大型的菲律賓國旗。他們的位置與香港隊鐵桿球迷所佔的區域只有十數米之隔。在香港球迷群當中，有人亦拉出寫有「永誌不忘馬尼拉」的橫額，記念在馬尼拉人質事件中不幸喪生的八名港人。

在比賽當中，香港球迷並沒有因為近期兩地緊張的關係而變得情緒化，一切大致平靜。不過到了比賽完結之後，菲律賓球迷因為勝利而變得洋洋得意，遂向主隊球迷區域作出一些語言及動作上的挑釁，有個別菲律賓球迷更走到主隊球迷所屬的區域裡向港人示威。

及後，菲律賓隊亦走向近界限街看台向他們的球迷謝幕，但他們當中有部分球員卻走向主隊球迷區域前的草地慶祝及以動作挑釁香港球迷，結果惹來部分港人以中指回應，約十人更將杯裝汽水投擲進場，但當中並沒有人因此受傷。在這個過程當中，香港警察並未有任何將雙方球迷分隔行動，香港足球總會職員亦未有及時指示菲律賓球員返回球場中間。

在亞洲足協的比賽球場規定，第六章三十節中有明文指示，球場坐位數總額的 8% 必須劃出予客隊球迷。但香港足總並沒有在這場比賽當中執行此等規例，菲律賓球迷因此可以隨意選擇座位，並分佈於球場內的其中三面看台，不過當中就以近界限街看台為甚，間接使雙方球迷在這一個離場必經的通道上短兵相接。

《怒》港足六四夜喺旺角場友賽以0:1不敵菲律賓，點知呢場friendly變咗唔友誼，主隊球迷喺奏菲國國歌時有少量噓聲傳出，亦有傳有球迷出言侮辱對方球員同球迷，賽後更向客軍掟水樽等，事件就連美聯社都有報道。香港足總行政總裁薛基輔，噚日回應話，暫時未收到任何正式投訴，但就強調對種族歧視零容忍，如一經接獲投訴，將會全力配合調查！

港菲關係自10年馬尼拉人質事件後一直惡劣，香港至今仍將菲律賓列為黑色旅遊警示國家，所以兩軍前晚喺旺角場交鋒，場外都有唔少火藥味。香港足總發言人話徹查今次事件後，會向國際足協同公眾交代，而菲足總就話睇完港足總呢份報告之後，先決定會唔會向FIFA投訴。

薛基輔：未收到投訴
足總CEO薛基輔噚日就今次事件書面回應︰「香港足總唔會容許球員、教練、職員或球迷，做出任何涉及種族歧視嘅行為。如果今場波收到任何投訴，我哋會全力協助調查，若證實有人觸犯條例，有關人士將面臨禁賽，並研究終身禁止入場嘅可能性。」

菲律賓近三年前發生馬尼拉人質事件，總統阿基諾三世至今未有道歉，加上中菲南海主權爭議，以及菲國海岸防衛隊射殺台漁民事件，令部分本港球迷對菲國不滿，而前晚賽事期間，有組織「香港力量」便在場內拉起寫有「永誌不忘馬尼拉」的橫額，並於奏起菲律賓國歌時背向球場，以示不滿。部分本港球迷更為激烈，向菲國球員和球迷舉起中指，並投擲垃圾和礦泉水樽，菲律賓球迷Cedelf Tupas表示，不少菲國婦女和兒童來港觀賽，結果成為被辱罵對象，其中菲球迷Ida Torres向媒體透露，香港球迷他們來自「奴隸國」（slave nation）。

比賽開始前播放菲律賓國歌時，已略見「火藥味」。先有「香港力量球迷」群組成員高舉寫上「永誌不忘馬尼拉」黑色橫額，以示未忘2010年馬尼拉人質慘劇，更有球迷拒絕肅立。

事件在互聯網掀起迴響，有現場觀賽的菲隊球迷透過Twitter指摘港隊球迷肆無忌憚，甚至向專程來港看賽的婦女及兒童「豎中指」，要求菲國足總去信國際足協投訴。

足總：不容忍種族歧視
香港足總行政總裁薛基輔發聲明表示，足總不容忍任何球員、教練或觀眾等作任何種族歧視行為，目前未收到任何相關正式投訴，但會嚴正調查事件，若證實有球迷涉事，或會判罰終身禁止入場觀賽。足總發言人補充，由於該橫額只在播放菲律賓國歌時短暫展示，其後找不到相關人等，故並無採取行動。如比賽前有人未經許可展示橫額或廣告等，會勸喻將其除下，否則將會沒收。

菲律賓駐港總領事館發言人表示關注事件，認為香港自詡亞洲國際都會，理應不存在歧視問題，加上體育賽事原意是促進菲港兩地關係，但相信事件不能反映普遍港人對菲國的情緒，未有提及會否投訴。

港菲足球迷混雜有潛伏危機\馬菲爾

周二晚香港足球代表隊與菲律賓國家隊的國際友誼賽，發生了港菲球迷言語衝突的不愉快事件，當晚雙方球迷並無分隔，基本上就是混雜在一起，香港足總未有清楚劃出客軍球迷區以有效分隔雙方球迷，反映總會對形勢誤判，忽略了港菲球迷有可能爆發衝突的潛伏危機。

2010年馬尼拉人質慘案是港人心中永遠的痛，菲國政府至今尚未正式道歉，不少港人為此深感不滿，以此作考量，不難想到周二晚港、菲球迷一旦有所接觸、加上戰果、戰況的催化，會有衝突的危機，妥善安排客軍球迷的座位，甚至採取簡單的隔離方式避免雙方球迷有近距離接觸，是有一定需要。

國際足聯、亞洲足協對於客軍球迷座位處理，都有相關指引，要求主隊為客軍球迷劃出專屬區域，並且作出隔離，東南亞地區的聯賽也有類似措施，以減少雙方球迷衝突的可能性。

或許因為香港球迷長期都屬溫和的一群，令足總失去戒心，未有透徹考慮港人對菲國的情感而潛伏的危機，任由港菲球迷混雜在一起，最終出現不愉快事件，足總在動用公帑聘請大批年薪高昂的中高層管理人員，卻未有對客軍球迷作充分考量，從而忽略了潛在危機。

更甚者是個別傳媒人士將香港球迷「妖魔化」，誇大到跟足球流氓相提並論，雖說完場後有小規模的球迷投擲雜物事件，但香港球迷周二晚表現尚算克制，與菲國球迷的衝突僅限於言語，賽後還有秩序地離場，未有借機生事，試問又豈可跟「無秩序、暴力、作破壞性行為」的足球流氓可比？

「向種族歧視說不」是普世價值，球迷若有作出相關言論固然不可取，而有入場人士在奏菲律賓國歌時發出噓聲也並不恰當，這種行為都應引以為戒。

菲記者投訴港球迷種族歧視

(星島日報報道)港足周二主場友賽0：1不敵菲律賓，雖然菲律賓記者Cedelf Tupas投訴客軍球員及球迷在比賽期間遭主場球迷以種族歧視言語辱罵及扔水瓶，但香港足總行政總裁薛基輔表示，未有收到官方投訴。

Tupas昨接受美聯社訪問時控訴道：「懂粵語的菲律賓球迷聽到我國被香港球迷稱為『奴隸國』，而且完場後球員及球迷被他們扔水瓶。」薛基輔卻表示，菲律賓足總未有投訴：「我們並未收到任何官方投訴，但足總認同國際足協對種族歧視『零容忍』的政策，如果有投訴，我們當然會跟進。」

港菲友賽變球迷爭執

不少港人忘不了馬尼拉人質事件中八名枉死的港人，近日又有台灣漁民遭菲國軍人槍殺，觸發反菲情緒。前晚在旺角舉行的港、菲國際足球友誼賽，開賽時有本地球迷高舉「永誌不忘馬尼拉」橫額，當播放菲國國歌時，有人背對球場發出噓聲，最終港隊以○比一不敵菲隊，有個別球迷與菲國擁躉爭拗及擲物，事件引起菲國傳媒不滿。

前晚在旺角大球場舉行的國際足球友誼賽，逾四千五百人入場，比賽開始前，氣氛已見緊張，有本地球迷自製黑底白字的「永誌不忘馬尼拉」橫額，向菲律賓球迷表達對一○年馬尼拉人質慘劇的不滿。

菲傳媒表不滿
隨後菲國球員入場，當播放菲國國歌時，有球迷背對球場及喝倒彩，惹來部份菲國球迷側目，經激戰後，港隊輸給菲國，令部份港人鼓譟，菲國傳媒報道，有入場菲國婦女及兒童遭港人辱罵，又被擲水杯及水樽。

香港足球總會主席梁孔德表示，昨日翻查當晚賽事的錄影帶，完場後見一名菲國女球迷向本地球迷做出挑釁手勢，挑起部份人不滿，有人向她擲紙杯洩忿。

梁孔德續指，警員立即制止，無人受傷及被捕。

被問及會否採取措施，預防事件重演，梁指在球賽中，雙方球迷難免對峙，足總沒有收到菲方投訴；他指，這場友誼賽，早在台灣漁船槍擊案前安排好，故沒有改期。

前晚的友賽於旺角大球場上演，逾4,500名球迷到場支持。菲律賓傳媒報道，未開賽前，觀眾席上已出現濃濃火藥味，當菲律賓國歌奏起時，有香港球迷發出噓聲，甚至豎起中指。期間又有球迷舉起「永誌不忘馬尼拉」橫額，紀念馬尼拉人質事件。

90分鐘賽事完結，港隊以0︰1落敗。正當菲律賓球員、球迷聚在一起慶祝時，菲球迷在網上投訴有港人向他們投擲水樽，被擲的部分人更是婦女及小童；此外，更有菲人遭粗言穢語辱罵，甚至形容菲律賓為「奴隸國家」。

據知，前晚衝突發生時，警方亦有向香港球迷勸喻，對方卻回應指：「阿sir，你知唔知三年前究竟發生咩事？」

足總調查報告交國際足協
其實，自從馬尼拉人質事件以來，不少港人對菲國從未道歉而耿耿於懷，甚至產生反菲情緒；至近日台灣漁民遭菲國軍警殺射的慘劇，再次觸動港人神經。今次港足總安排兩地友賽，可謂低估了港人的民族情緒。

足總發言人證實，有人向菲律賓球員投擲雜物，已就此展開調查，將向國際足協提交報告，並將報告公開。足總又指，每場賽事均有保安控制場面，勸喻球迷保持冷靜，但部分球迷個人行為或較難控制，遇上激進場面時，會請警方介入處理。

對於有人高舉「永誌不忘馬尼拉」黑色橫額，發言人就指行為不符入場規定，惟他們只短暫展示，故沒採行動。針對球賽的風險管理是否不足，警方表示沒有回應。而菲國足總則指，會因應港足總的報告，再決定是否向國際足協投訴。

情況嚴重扣分禁賽
足球比賽中，種族歧視事件時有發生。一旦出現種族歧視，道歉已屬最輕懲罰。國際足協上月底通過反種族主義及歧視議案，規定每個有足球比賽的地區需實施統一機制，打擊種族歧視。

對於初犯或輕微犯錯的球員或球隊，足協會發出警告，要求罰款或閉門作賽。倘若再犯或歧視情況嚴重，球隊會遭扣分、禁賽或降級。此外，犯錯的球員、球隊職員需停賽五場。亞洲足協已表示對新規定配合。

Outraged Filipino soccer fans subjected to racial abuse from Hong Kong supporters were backed by the Equal Opportunities Commission and the Philippines consulate yesterday.

A section of supporters yelled at Philippine fans that they were "all just slaves" during an international friendly at Mong Kok Stadium on Tuesday night.

They threw bottles at women and children and booed the country's national anthem.

When the Philippine players tried to celebrate with their fans after winning 1-0 they were abused and pelted with bottles and other objects.

The Hong Kong Football Association said it could not take action as it did not receive a complaint. But chief executive Mark Sutcliffe said: "Anybody found guilty of racial abuse will be banned from future matches."

The Equal Opportunities Commission called the incident "a form of racial discrimination and vilification". A spokesman said: "We are concerned the invective remarks may … be destructive to social harmony in our community."

A spokesman for the Philippines consulate said: "We are concerned about unfortunate incidents before, during and after the match … Discrimination should have no place in any society, especially Hong Kong, which prides itself as Asia's world city."

Tensions have simmered between Hong Kong and the Philippines since a sacked policeman hijacked a tour bus in Manila in 2010 and shot dead seven Hong Kong tourists and their guide.

A black travel warning - the highest - imposed after the tragedy is still in force.

Last month Philippine President Benigno Aquino vowed to defend his country's maritime territory against "bullies", amid a dispute with China over islands in the South China Sea.
