Well, yea. 64-bit OS platform does provide some performance gain, but it still depends on whether the apps are also optimized for 64-bit. Even today, after years of the introduction of 64-bit to desktop, still a considerably amount of applications are not yet 64-bit.
Also the gain in performance depends largely on the nature of the applications. If it involves many SIMD operations, the gain will be more obvious. Otherwise, considering most programs consist largely of boolean logic, the benefit of 64-bit over 32-bit is actually not very much.
Taking the example from the desktop environment, the main decision making of utilizing 64-bit platform or not is still the 4GB address. Of course there is no harm to start supporting 64-bit as early as possible, but performance-wise there is not much of an excitement genuinely.
