(1) Further tighten who can write 賽後報告.  進階新手 is too easy, takes no more than 30 mintues.  Should be like 中級會員 and registered for at least 3 months.
(2) A "white list" of members who are trust worthy and will have more freedom to write.  Of course, the white list member will be monitered.

Now the new rule is not effective against pro writers.  The main restriction is that only those who have ads here will have 賽後報告.  So it protects the interest of 141 but not the interest of the consumers.

The problem is ads outnumbered real report probably 10:1.  And the pro-writers will response and support each others and also "real photo", unless someone really spend lots of time on reading the reports, they won't be able to tell.
