Yes, both black and white dogs belong to the old lady.  I think the old lady's black dog was biting other dogs in the park and that's why there were some argument going on. Because the old lady had two dogs on leashes and some how the black dog was agitated by the white dog, so they got into a fight and the white dog got injured.  The guy in green didn't do shit because he is a pussy.
