Protesters say paying extra for electricity during peak hours would be a big burden on poorer families.
中電推出為期1年的分時段用電收費計劃,為逾2萬名住宅用戶安裝智能電錶。
參與計劃的用戶電費會分為3個時段收費,平日下午6時至10時為高用量時段,每度電按基本電價加0.6元;平日晚上10時至翌日早上9時為低用量時段,每度電按基本電價減0.18元;其餘時間正常收費。
用戶可透過手機應用程式,隨時了解用電資料,包括最近1小時的用電情況、用電量及電費預測。
中電智能電網副總監盧志華表示,希望透過計劃改變市民用電習慣,實踐更環保生活,日後或會全面應用於所有用戶。
爭取低收入家庭保障聯席一批代表,到紅磡的中華電力總部門外抗議,批評中電提出的「按時段收費」試驗計劃,漠視基層市民需要,以環保為名,利潤為實,要求中電認真審視計劃的必要性。
聯席代表、旺角基層市民張先生表示,本年二月曾經與中電高層見面,表達訴求,希望中電能夠支援劏房居民,為住户添加獨立電標,減少業主濫收電費的情況。
他說,中電承諾會提供支援,但至今仍未有跟進,更未能兌現與聯席恆常見面的承諾,「按時段收費」亦未顧及基層市民,使他們百上加斤。
中電企業及社區關係總監林明德表示,計劃只屬試驗性,與劏房户並無關係。
另外,他表示,安裝獨立電錶須得到業主與業主立案法團同意,過去兩年成功在兩戶共九個單位安裝獨立電錶,已是盡力而為。
Protesters slam CLP's new peak tariff scheme
A group of tenants of subdivided flats held a protest on Monday outside CLP’s headquarters in Hung Hom over the power firm’s pilot scheme which sees customers pay extra for the electricity they use during peak hours.
Fearing the one-year pilot programme will eventually be expanded across Kowloon and the New Territories, the protesters complained that peak hour tariffs would increase the burden on low-income families.
One of the protesters, Summer Li, told Iris Yeung that higher charges for electricity consumption during the evening would be a big blow to poorer residents in the city.
“The people who live in sub-divided housing, they cannot change their life habits easily. 6pm-10pm is their period to cook, to open the air-conditioner and they cannot change their cooking time to midnight. So that affects a lot the grassroots families”.
Twenty-six thousand households are taking part in CLP’s Smart Energy Programme and are charged an extra 60 cents on top of the firm’s basic rate of HK$1.13 for every unit of electricity they use between 6pm and 10pm, Monday-Saturday.
Those taking part in the trial get a discount of 18 cents for units consumed between 10pm and 9am, while the rate remains the same between 9am and 6pm.
CLP has denied any expansion of the scheme would be a way of raising income and says the programme is designed to encourage people to save energy.
