京多間醫院因閱兵停診 啤酒廠停產締藍天

抗戰勝利70周年紀念活動舉行在即，北京陸續公布管制措施，其中在9月3日前後，核心區內多間大醫院將停止診療活動，其中包括北京醫院、北京協和醫院、北京同仁醫院等大醫院，惹來網民質疑當局「漠視人命」。

據悉，當局為處理停診帶來的影響，東西城核心區及警戒區範圍之外的社區衞生服務機構及區屬醫院則正常開診，承接當日周邊大醫院停診帶來的病員分流。此外，急診24小時開放。

至於東城區以長安街為界，南邊以普仁醫院為中心，永外地區第一醫院配合，負責南邊的診療工作。北邊則以北京第六醫院為中心，和平里醫院協助。此外，隆福醫院負責承擔老年病的醫療工作，並成立了應急醫療小分隊。

另西城區亦以長安街為界，宣武中醫醫院、回民醫院、廣外醫院、婦幼保健院負責南邊的診療與救治工作；復興醫院、第二醫院、二龍路醫院、護國寺中醫醫院、展覽路醫院、豐盛醫院、平安醫院承擔北邊的診療與救治工作。

另外，為保障活動期間北京的空氣質量，當地環保部門開展「大氣專項執法月」行動日前正式進入第四階段。據悉，工作重點是對列入紀念活動期間停、限產名單的工業企業和曾發現違法問題的企業開展檢查；同時，聯合城管等部門對露天燒烤、露天焚燒等行為開展全面巡查。其中，執法人員近日更兩次巡查位於北京市平谷區的華潤雪花啤酒公司，確保其完全停產。

惟相關措施仍引起不少網民質疑，有網民認為「慶祝活動已影響居民生活」，又指停診的醫院都是「有名的大醫院」，反問「治病妨礙閱兵？是不是急救車也限行？」更有網民笑稱：「這兩天不要病也不要死，肯定火葬場不讓燒。」

This is not the first time I had mention that I don't tend to bother with grammar when it is not official.  However since you wish to correct other, please make sure that your are using proper English too.
The correct way to phase is should be

The life of commoner is cheap over there and someday Hong Kong will be the same too.

By the way, I had mention not once regarding this, if you would like to disagree with my view point and debate on this, I would really welcome it.  But if you would like to correct my grammar, I am more than happy to accept it as long as you don't make any grammar mistake too..

"I don't see it improper."  Please double check these 2 statements.  Since you mention that you are a teacher for IELTS, I think you can easily find the error in these 2

Read again my statement when I use "I had mention" this statement is use to indicate that something that I had mention in the past, that is why it is use this way.   I am not upset of your behavior as I can easily see what you are trying to do, you can't don't seem to be able to debate on the actual topic.

Actually I had take some time to read some of your postings, don't mind I say this, you don't seem to be ever discuss on the topic other that name calling.  So if you don't mind if I ask you about your views regarding this topic.

1) Do you agree that they close the hospital for this?
2) Assume you agree.  Then can I conclude that you would support similar thing happen in Hong Kong?
3) Assume you disagree.  Then can I conclude that you view that this is a wrong policy?

Past perfect

Unlike with the Present Perfect, it is possible to use specific time words or phrases with the Past Perfect. Although this is possible, it is usually not necessary.

Do you understand the term of "usually not necessary"
The "mention" was an action in the past, base on your logical, if someone "said" something in the past, it will forever in present future because the statement will be forever his/her view (script).  Example for present perfect, I am giving a speech and I use it the it will be present future because I am still giving the speech.  How if I wish to indicate something that I mentioned in my previous speech, then it will be past perfect.  

Of course, look like you are only good at name calling.
