Because in Hong Kong, you have to pay heavy First Registration Tax, the rate of which is calculated as follows :
Type of vehicle                                                              Rate of tax
Private car
(a)   on the first $150,000                                                   40%
(b)   on the next $150,000                                                  75%
(c)   on the next $200,000                                                  100%
(d)   on the remainder                                                        115%

To encourage people using mass transport system, the government imposes a penalty tax (so-called first registration tax) on purchase of new private cars !
