it could be interesting to combine all parts together., however it will not work in some area or people they have no garage, workshop or technicians to help. also maintenance, service and getting an license on the road could be a problem. anyway., interesting to see this package.

there're a lot companies that manufacture car kit, the most famous is Caterham.
besides the logistical reasons mentioned by toppas; there're other 2 major issue here:
1) not everyoone has the skill and expertise to put the car together (e.g. Richard Hammond....)
2) some people just don't like oil on their hand (e.g. me...)

Of course this is not for everyone, but for people who likes to tinker with cars, and have the time to do it, it will make a fun project. Also, $20k for big toy is not too bad.
I have seen these cars on the road couple of times and it was really cool! They definitely draw attentions where ever they go, and it's a hell of a thing to tell people you build it yourself!
