When the HK Government made the deal, the gas price was rising rapidly. Most people in the market expected that the price increase further.  Not many people criticised the Governnment of signing an unequal contract.  Now we all know that the gas price has dropped, due to the global financial crisis.  With hindsight, it is of course easy to say that the government's deal was stupid.  If we are all smarter than the market, we could all become as rich as Mr. Li.
