If everyone follow, then the world will be peace.

In case, someone does not follow, then what should we do?
I think 141 should also set up difference level of warning or notification.
Let said, if lady or customer beach that rule. (Received firm complain)
Then, 141 should give warning, if it happen again, notification of such person (Photo? user ID?) in the web.
Someone need to carry on monitoring or make their judge, otherwise suggestion is still only a suggestion.
The role of 141 just like the judge, to make 141 more professional.
Create a fair and happy environment to all member or non-member.
Sound easy, but I know it is quiet difficult to do.
