simply unreal. Samsung would at most put Exynos 4 Quad aka 5450 in S IV, as the Octa-Core ARM processor in big.LITTLE processing is still in development stage and won't even meet mass production until Late 2013.

Yes. In accordance to the preliminery stage, they are still researching and executing the development of software and hardware of S4.

Exynos 5 Quad is a Cortex A15 Quad Core CPU with 8-core GPU Mali T-658. The 8-core CPU (possibly a Exynos 5 Octa or Exynos 6, whatever Samsung names it) with big.LITTLE architecture (Quad A15 + Quad A7) will not be in mass production until late 2013, the first candidate that may sports it will likely be the Galaxy Note III.

其實個mobile payment system, 係全球性通用定係個別地方通用既呢 ?

I believe it will standard similar like Visa, however you will see it in the US and Euro fiist
