They are Government servants to serve the people. If they make a decision that is against the people, they need to explain that decision to the people.
The confidentiality is given by the people to the civil servants, to help them speak freely to debate a decision.
When such decision is not accepted by the people, they have to explain in detail why such decision is made, and not in saying they have the right not to say anything because they have the right to confidentiality.
Further more, when people cannot trust such civil servants, these civil servants should not make decision on granting right for a free-to-air broadcasting license.
Most of these civil servants who are making decisions on granting license are having close relationship with the other four broadcasting companies.
他們是為人民服務的公務員。如果他們做出決定是對付人民,他們需要解釋這決定的。
保密是人民賦予公務員的,以幫助他們暢所欲言的辯論。
當這樣的決定是不被人們所接受,他們要詳細解釋為何作出這樣的決定,而不是說,因為他們有保密的權利,他們有權利不說什麼。
此外,當人們不能相信這些公務員,這些公務員不應該決定不授權予廣播牌照。
大多數這些公務員授予特許決策權與其他4家廣播公司是有著密切的關係。
