it is very strange...if he wanted to kill himself, he should pour gasoline directly on his body.  It looks like he was doing it for fun (maybe he poured some alcohol on his hat).  When he tried to put out the fire, the alcohol got onto his body.

It depends on how much the alcohol soaks into the fabric.  When you try to put the fire out, by running your hands over it, the fire will spread very quickly like what happened to the victim.
