First and most important, now you can order a Tesla and not paying first registration tax so the government does something to support the environmental concept to start with.
Second, in HK, due to the fact that most ppl drive less than 100km a day and most car owners own indoor parking, all you need is a power outlet at home. Rather than charging facility everywhere.
Third, HK was never and probably won't be a place wellknown for technology / innovation. So it's not surprising that HK's research didn't get much result. On the other end, Tesla is from Silicon Valley, and BMW of course is from Germany.
